Can I just walk into a Japan Rail Pass office and buy a ticket?

I’m in China and will travel to Japan soon. I want to buy a Japan Rail Pass in Beijing. Do I need to contact the office, or complete a form etc before I go. Or can I turn up and buy one without notice?
